刘理政，男，安徽省潜山市官庄镇人，1958年6月生，中共党员，大专文化。

刘理政同志是中国书画家联谊会新文艺群体书画家工作委员会会员，中国硬笔书法协会会员，中国教育电视台水墨丹青书画院会员，北京宣和书画研究院会员，华港书画文化研究院院士，安徽省文化艺术品交流协会理事，中国神州书画院副秘书长，神州画院书法协会常务副主席，中国科学技术合作委员会书画专业委员会书法专家，中国书法指导师。

Liu Lizheng, male, born in Guanzhuang Town, Qianshan City, Anhui Province, in June 1958, is a member of the Communist Party of China and a junior college student.

两会之声，书画领军人物谏言献策

Speech of the Two Sessions, Advice and Suggestions from Leading Figures in Calligraphy and Painting

1、“要重‘成分’但不要‘唯成分’”，现在流行的是“师出名门”，而忽视了高手在民间，有些人热衷于某某名师的高徒，某某名校深造，而忽视了那些出自草根的艺术家，历史上许多名人雄辩地证明了并非都是科班出身而成就了一世英名。因此，要“唯才是举”才能“繁荣昌盛”。

2、不要“壁垒”，要“百花齐放”。过去，中书协、中美协的成绩应予肯定，但因为“壁垒”和轻视了基层发掘，所以，一些泛泛之辈利用关系、金钱充塞其中，导致一些“丑书、俗画”的泛滥盛行，把一些有造诣有追求的基层艺术家挡在门外，出现了书法界、国画界格调单一的局面。

3、“要‘一视同仁’，不要‘另眼看待’。现在收藏界出现一种看头衔，有的价格高得离谱，而哪些名不见经传但确有深厚功底的作品却徘徊在几百元的界面，究其原因，就是一些媒体，特别是一些体制内的一些重要媒体过于追捧，误导了收藏界，很大程度上制约了文化艺术的均衡发展。

4，不要“追风”，要注重塑造整体，要不然容易形成孤家寡人，失去中华民族的群众根基。

5、要出台相应的“衡量标准、用人制度”，规范制约“跟风、托、拍卖市场”使之风清气正。

My views on calligraphy and painting circles are as follows:

1. "We should attach importance to"ingredients"but not"only ingredients". Nowadays, it is popular that"teachers are well-known"and neglect masters among the people. Some people are keen on masters of a certain teacher and a certain school for further study, while neglecting those artists from grass-roots. Historically, many celebrities have eloquently proved that not all of them were born in a scientific class and have become famous all their lives. Therefore, it is necessary to "only take the initiative" in order to "prosper and flourish".

2. Do not "barrier" but "flowers blossom". In the past, the achievements of the Association of Chinese Calligraphy and the Association of China and the United States should be affirmed, but because of the "barriers" and the contempt for grass-roots excavation, some generals used relations and money to fill them, resulting in the prevalence of some "ugly books and popular paintings", blocking some accomplished and pursuing grassroots artists outside the door, and a single style situation appeared in the field of calligraphy and traditional Chinese painting.

3. "We should treat them equally, not differently." Nowadays, there is a kind of titles in the collection circle, some of which are too expensive, while some of the unknown works with profound merits are hovering around the interface of several hundred yuan. The reason is that some media, especially some important media in some systems, are too popular, misleading the collection circle and restricting the balanced development of culture and art to a large extent.

4. Don't chase the wind. We should focus on shaping the whole. Otherwise, it is easy to form a lonely family and lose the mass foundation of the Chinese nation.

5. Relevant "measurement standards and employment system" should be introduced to regulate and restrict the "follow the trend, trust and auction market" so as to make it clean and upright.
