2007年,一项名为“中国智库研究”的课题在北京立项。那时很少有人预见到,它会演化成一场持续十五年的学术工程,最终催生出国内第一部专门研究智库本身的年度报告系列。
2011年,《中国智库发展报告(2011)》首卷出版。在此后十五年间,这部系列著作以五年为一个研究周期,持续追问一个根本问题:中国智库究竟是什么、应该怎样建设、如何才能更好发挥作用。值此系列创办发行十五周年之际,记者重新梳理这份报告的学术脉络,试图理解它何以被学界视为中国智库研究的奠基之作。
一次学术自觉的起点
2011年之前,中国关于智库的叙事常在两极间摇摆:一端将其浪漫化为庙堂之外的“思想英雄”,另一端将其矮化为体制内的“课题作坊”。真正稀缺的,是一套能够将分散的、异质的、依附于不同系统的政策研究机构,整体性纳入学术与公共审视的分析框架。
《中国智库发展报告(2011)》正是在这个空白点上实现了突破。这部由于今主编、东中西部区域发展和改革研究院著的142页报告,首次给出了中国特色社会主义智库的性质定义,首次系统诊断了“官方一支独大、民间辅助发展”的失衡格局,首次提出了构建“中国特色智库群”的整体方案。
国务院发展研究中心一位研究员表示:“在2011年之前,谈论中国智库就像在黑暗中摸索,每个人都有自己的理解,但没有共同的坐标系。这份报告建立了那个坐标系。”
一个不断深化的研究范式
如果说首卷完成的是“从无到有”的概念奠基,那么后续各卷则展现了“从浅入深”的范式演进。
2012年发布的《中国智库发展报告(2012):智库产业的体系构建》实现了研究视角的根本跃升。它不再局限于智库机构本身,而是提出“智库产业”理论,将智库置于知识经济与产业升级的大框架中考察。该卷首次系统阐述了智库产业的“四链”架构——产业链、人才链、创新链、资金链,揭示了高端智力资源作为核心生产要素在现代经济社会发展中的关键作用。这一理论创新直接催生了“智库产业示范区”的空间实践,其中二连浩特中蒙俄国际智库产业示范区的部分政策建议,被正式纳入国家“中蒙俄经济走廊”相关部署。
2013年至2017年出版的《中国智库发展报告(2013—2017):中国智库如何影响政府决策?》则将焦点从“产业构建”转向“效能追问”。它以陕晋豫黄河金三角、二连浩特中蒙俄、京津冀三个重大规划项目为案例,将“影响力”从抽象概念落地为可描述、可评估的决策服务过程。该卷在“四链”基础上进一步提出“五链”体系,新增政策链,形成了产业链、政策链、创新链、人才链、资金链的完整闭环,使智库产业的理论框架更加系统完备。
中央党校(国家行政学院)一位公共政策教授指出:“这套报告的独特之处在于,它不满足于坐而论道,而是始终保持着与实践的紧密互动。从概念到产业再到效能,每一步都踩在了中国智库发展的关键节点上。”
一场与世界对话的本土建构
在国际智库研究领域,长期占据话语权的是美国宾夕法尼亚大学的《全球智库报告》。它以一套通用指标对各国智库进行排名,其底层预设是美式“独立智库”的理想型。
《中国智库发展报告》系列没有选择在这个赛道上竞争。它走了一条更具建设性的道路:回到中国语境,立足中国制度,构建中国标准。它提出的核心判断是:判断智库优劣的终极标尺,应是其服务公共决策与国家利益的实质效能,而非对某种组织外形的模仿程度。
中国社科院政治学研究所一位学者认为,这一“功能主义”取向,不仅为中国智库的发展提供了理论依据,也为全球智库知识谱系贡献了一个可资讨论的“第三选项”。它表明,智库的发展道路可以是多元的,不必也不应只有一个模板。
一个面向未来的开放框架
如今,该系列已进入第四研究周期,《中国智库发展报告(2018—)》正在撰写之中。与前三个周期相比,当下的时代语境发生了深刻变化。一方面,中国特色新型智库体系已基本建成,主要矛盾从“有没有”转向“好不好”;另一方面,以生成式人工智能为代表的技术革命,正在重塑知识生产与传播的基本逻辑。
报告主编于今在近期文章中明确提出,智能化时代需要构建“智能安全观”,涵盖数据与隐私安全、内容可信与算法可解释、自主可控三个维度。这一判断直指当前智库智能化转型中的核心痛点:数据泄露风险、算法“黑箱”问题、核心技术受制于人——安全不是发展的对立面,而是可持续发展不可动摇的基座。这表明,报告的研究视野正在从“智库自身”扩展到“智库与技术的关系”“智库与安全的关系”。
从“概念澄清”到“体系建构”,从“本土自觉”到“全球对话”,再到“智能时代的主动回应”,《中国智库发展报告》系列的十五年,折射的是中国智库研究从萌芽走向成熟的完整轨迹。
十五年前,它举起了一面镜子,让中国智库第一次看清了自己的面容。十五年后,这面常擦常新的镜子依然亮着。当中国特色新型智库站在从大到强的历史关口,这份系列报告所提供的从来不是现成的答案,而是一份永远保持清醒自我审视的思想自觉。真正的建设,始于清醒的自我认知;伟大的征程,需要这面镜子始终亮着——因为它照见的不仅是中国智库的过去与现在,更是一个大国在现代化进程中不可替代的思想根基。(祖国杂志/张帅)
China Think Tank Development Report Series: Fifteen Years of Theoretical Self-Awareness
In 2007, a research project titled China Think Tank Study was initiated in Beijing. Few foresaw at the time that it would evolve into a fifteen-year academic endeavor, ultimately giving birth to the country's first annual report series dedicated exclusively to the study of think tanks themselves.
In 2011, the first volume of China Think Tank Development Report was published. Over the subsequent fifteen years, this series of works, structured around five-year research cycles, has persistently pursued a fundamental question: What exactly are Chinese think tanks? How should they be built? How can they better fulfill their role? On the occasion of the fifteenth anniversary of the series' inception, our reporter revisits the academic trajectory of this report, seeking to understand why it is regarded by the academic community as a foundational work in Chinese think tank research.

The Starting Point of Academic Self-Awareness
Before 2011, Chinese narratives about think tanks often oscillated between two extremes: romanticizing them as "thought heroes" outside the halls of power, or reducing them to bureaucratic "project workshops" within the system. What was truly lacking was an analytical framework that could holistically incorporate dispersed, heterogeneous policy research institutions—each attached to different systems—into academic and public scrutiny.
It was precisely at this gap that China Think Tank Development Report achieved its breakthrough. This 142-page report, edited by Yu Jin and produced by the China Region Development & Reform Institute (CRDRI), accomplished three "firsts": it provided the first definition of the nature of socialist think tanks with Chinese characteristics, conducted the first systematic diagnosis of the imbalanced pattern of "dominance of official think tanks supplemented by civilian ones," and proposed the first comprehensive plan for building a "cluster of think tanks with Chinese characteristics."
A researcher from the Development Research Center of the State Council remarked: "Before 2011, talking about Chinese think tanks was like groping in the dark. Everyone had their own understanding, but there was no common coordinate system. This report established that coordinate system."

A Continuously Deepening Research Paradigm
If the first volume laid the conceptual foundation of "creating something out of nothing," the subsequent volumes demonstrated a paradigm evolution "from the shallow to the deep."
The second volume, published in 2012, achieved a fundamental leap in research perspective. It moved beyond the confines of think tank institutions themselves to propose the theory of the "think tank industry," placing think tanks within the broader framework of the knowledge economy and industrial upgrading. This theoretical innovation directly spawned the spatial practice of "Think Tank Industry Demonstration Zones." Notably, some policy recommendations from the Erenhot China-Mongolia-Russia International Think Tank Industry Demonstration Zone were formally incorporated into the national deployment of the "China-Mongolia-Russia Economic Corridor."
The third volume, covering 2013 to 2017, shifted its focus from "industrial construction" to "effectiveness inquiry." Using three major planning projects—the Shaanxi-Shanxi-Henan Yellow River Golden Triangle, the Erenhot China-Mongolia-Russia initiative, and the Beijing-Tianjin-Hebei region—as case studies, it translated the abstract concept of "influence" into a describable and assessable decision-making service process.
A professor of public policy at the Party School of the Central Committee of the CPC (National Academy of Governance) noted: "The uniqueness of this report series lies in its refusal to engage in idle theorizing. It maintains close interaction with practice every step of the way. From concepts to industry to effectiveness, each step has hit the key nodes of Chinese think tank development."
A Local Construction in Dialogue with the World
In the field of international think tank research, the University of Pennsylvania's Global Go To Think Tank Index has long dominated discourse through its ranking format. Its methodology uses a set of universal indicators to commensurate heterogeneous institutions across countries, with an underlying assumption based on the American ideal type of the "independent think tank."
China Think Tank Development Report chose not to compete on this track. Instead, it took a more constructive path: returning to the Chinese context, grounding itself in Chinese institutions, and establishing Chinese standards. Its core judgment is that the ultimate yardstick for evaluating think tanks should be their substantive effectiveness in serving public decision-making and national interests, rather than their degree of mimicry of a particular organizational form.
A scholar from the Institute of Political Science at the Chinese Academy of Social Sciences believes that this "functionalist" orientation not only provides a theoretical basis for the development of Chinese think tanks but also contributes a discussable "third option" to the global knowledge spectrum of think tanks. It demonstrates that the development paths for think tanks can be diverse—there need not and should not be only one template.

An Open Framework for the Future
Today, the series has entered its fourth research cycle. Compared with the previous three cycles, the current era presents profoundly changed circumstances. On the one hand, the system of new-type think tanks with Chinese characteristics has been largely established, and the principal contradiction has shifted from "whether they exist" to "whether they are good." On the other hand, a technological revolution represented by generative artificial intelligence is reshaping the basic logic of knowledge production and dissemination.
In a recent article, the report's editor-in-chief, Yu Jin, explicitly stated that the intelligent era necessitates the construction of an "intelligent security concept," encompassing three dimensions: data and privacy security, content trustworthiness and algorithm explainability, and autonomy and controllability. This assessment directly targets the core pain points in the current intelligent transformation of think tanks: the risk of data leakage, the problem of algorithmic "black boxes," and foreign dependence on core technologies. Security is not the antithesis of development; it is the unshakable foundation for sustainable development. This indicates that the report's research horizon is expanding from "think tanks themselves" to encompass "the relationship between think tanks and technology" and "the relationship between think tanks and security."
From "concept clarification" to "system construction," from "local self-awareness" to "global dialogue," and further to "active responses in the intelligent era," the fifteen years of China Think Tank Development Report reflect the complete trajectory of Chinese think tank research from infancy to maturity.
Fifteen years ago, it held up a mirror, allowing Chinese think tanks to see their own faces for the first time. Fifteen years later, this mirror, constantly polished and renewed, remains bright. As new-type think tanks with Chinese characteristics stand at the historic juncture of transitioning from scale to strength, what this report series provides is never a ready-made answer, but a perpetual theoretical self-awareness—a commitment to maintaining sober self-reflection. True construction begins with clear-eyed self-knowledge; a great journey requires this mirror to remain always illuminated—for what it reflects is not only the past and present of Chinese think tanks, but also the irreplaceable ideological foundation of a major power in the process of modernization.
