After the Water-splashing Festival, the COVID-19 suddenly broke out in Laos. The prime minister’s office of Laos immediately issued an anti-epidemic decree and the whole country entered a state of emergency.

作为友好兄弟国，中国第一时间组建医疗援助专家团队，携带大批医疗物资赶赴老挝，同老挝人民并肩抗“疫”。

As a friendly and fraternal country, China immediately organized a team of medical assistance experts rushed to Laos with a large number of medical supplies to fight the “epidemic” alongside the Lao people.

Also, the HICC workers who are currently assisting in the construction of the People's Revolutionary Youth League Central Activity Center project in Laos (referred to as the “Aid to Laos Project”) have assembled their forces to actively join the battle against the epidemic.

援老挝项目是中国政府和老挝政府于2016年换文签署的重点援助项目，外方业主为老挝人民革命青年团中央，抗“疫”中，团中央主要负责老挝全国青少年抗“疫”防控知识宣传教育工作，在防疫物资匮乏的情况下，他们始终冲在一线，将宣传工作抢在最前，为抗“疫”做贡献。

Aid to Laos Project is the key project which was signed by the Chinese government and the Lao People's Government in 2016. The foreign owner, Central Committee of the Lao People's Revolutionary Youth League, is mainly responsible for the publicity and education of anti-epidemic prevention and control knowledge among young people in Laos during the government's anti epidemic work. In the absence of anti-epidemic materials, they have always been on the front line, put the propaganda work at the forefront, and made positive contributions to the fight against the epidemic.

5月17日，当捐赠的30000个口罩、200瓶消毒液、250个测温枪等防疫物资到达老挝后，援老挝项目部经理张阳、党支部书记王奥代表湖北工建、国际工程公司、国际经合公司第一时间将紧急物资交送到老挝青年团中央手中，同他们携手抗“疫”。

On May 17th， the 30000 masks, 200 bottles of disinfectant, 250 temperature measuring tools and other epidemic prevention materials arrived, Zhang Yang, manager of the Laos aid project department, and Wang Ao, Secretary of the Party branch, immediately delivered emergency materials to the Central Committee of the Lao Youth League on behalf of HICC and joined hands with them to fight the epidemic.

老挝人民革命青年团中央书记阿伦赛·顺那拉带领青年团中央外交事务司司长宋迪奥·贺萨达等相关官员出席捐赠仪式接受捐赠。张阳向阿伦赛先生转达：“国内各方高度关注老挝疫情，湖北工建作为地处武汉的国有国企，深知抗‘疫’之路的艰辛，中老两国是守望相助的命运共同体，在两国政府共同努力下，相信我们一定能攻克时艰，打赢这场疫情阻击战，让老挝人民生活早日恢复常态。”

阿伦赛先生对工建人的抗“疫”援助表示感谢，“此时的防疫物资对我们来说是任何东西都代替不了的，武汉作为最早发现新冠疫情的城市和最快控制疫情之一的城市，其经验值得我们学习，武汉人民的精神值得我们钦佩。记得当武汉处于封城状态时，我学习并录制了一首中文歌曲发给中国大使馆，以此鼓励武汉挺过难关，而当我们遭受疫情的情况下，来自湖北武汉的企业为我们伸出援手 、雪中送碳，这种感觉很奇妙，应该是上天听到我的歌声吧。”他笑着说到。

Mr. Alensai expressed his gratitude for HICC’s assistance in fighting the epidemic. “At this time, nothing can replace the epidemic prevention materials for us. Wuhan, as the first city to discover the COVID-19 and one of the fastest cities to control the epidemic, deserves our learning from its experience, and the spirit of Wuhan people deserves our admiration. I remember when Wuhan was in a state of closure, I learned and recorded a Chinese song and sent it to the Chinese Embassy to encourage Wuhan to get through the difficult times. When we were suffering from the disaster, enterprises from Wuhan, Hubei Province offered us timely help. It was a wonderful feeling.” He laughed and said.

当前，老挝防疫工作已见一定成效，但每天仍有近百例新增新冠病例，据悉老挝政府正考虑升级防控措施，争取早日实现零增长。援老挝项目部按照集团公司要求，遵循老挝防控条例，严防严控项目人员出入，提前备好工程机械材料，在封闭管理的情况下正常施工，主体基础工程正在有条不紊进行，现场管理人员在做好自身防护的前提下，以“一人督一队”模式对整个场区人员进行防疫监督，确保全员安全。

At present,  Laos has achieved certain successful results in epidemic prevention, but there are still nearly 100 new cases everyday. It is reported that the Lao government is considering upgrading prevention and control measures to achieve zero growth at an early date. In accordance with the prevention and control regulations of Laos, the Aid to Laos Project department strictly controls the entry and exit of project personnel, prepares construction machinery and materials in advance, and carries out normal construction under closed management. Currently, the main foundation works are being carried out in an orderly manner and on-site management personnel aredoing their own protection. Under the premise, the “one person supervises one team” model is used to supervise the epidemic prevention of the entire field personnel to ensure the safety of all staff.
