果淑英,女,1952年出生,中国人民公安大学退休。现为国家一级美术师、中国书画家研究会会员、中华人民共和国民族书画协会会员、中国电视教育频道水墨丹青栏目、名家讲堂栏目签约艺术家、全国公安文学艺术联合会会员、东方艺术天地艺术顾问。多年来笔耕不缀,擅画牡丹、葡萄。
