潘新明，1942，祖籍陕西华阴，居北京。原中国外交官。现国家一线德艺双馨艺术大师、新時代文艺领袖，中国网络资讯台艺术顾问；中华国礼艺术中心、艺术家润格网名誉主席、法西兰皇家美术学完中国籍院士。书法诗词作品荣获多次中国文化艺术类终身成就最高奖、国家文化传承创新贡献奖、世界艺术终身成就奖、第三届世界文化奖金奖等。多家权威媒体或文化艺术机构评为十大殿堂级艺术家、十大国宝级艺术家、人民艺术家，多幅书法艺术品被选入编《国学经典》、《世界艺术巨匠》八人集长卷等。出版有《周恩来手迹大字典》等

他的书法深师两晋文人的笔法要妙。赵子昂得到王羲之的兰亭序定武拓本，被笔法所迷恋，六十日心追手临，觉悟书圣笔法精髓，于是感叹用笔千古不易。此不易之法，他虽然没有直接说明，但是晋人书法侧入中行的洒脱印象，正是笔法不易的核心。赵子昂的书法因为获得了这种笔法表现的机密，所以也成为一代书法大师，流传千古。
